FHA Loan Limits 2027: Floor, Ceiling and When HUD Announces
HUD has not announced the 2027 FHA loan limits yet. As of October 30, 2026, the 2026 limits apply: a one-unit FHA loan can be up to $541,287 in lower-cost counties (the floor) and up to $1,249,125 in the highest-cost areas (the ceiling), which are 65% and 150% of the $832,750 conforming loan limit. The 2027 floor and ceiling will be the same percentages of the 2027 conforming limit that FHFA announces, most likely in late November, and HUD has published its new limits the same day as FHFA or up to about two weeks later.
Below: the 2026 limits by property size and county, how the 2027 numbers will be worked out, and what the limit means for an FHA cash-out refinance. If you are thinking about refinancing, comparing FHA and conventional offers side by side shows which loan gets you further.
How we update this page: last updated October 30, 2026. We update it when FHFA announces the 2027 conforming limit and again when HUD publishes the 2027 FHA limits.
Have the 2027 FHA loan limits been announced?
No. HUD’s current limits are the 2026 limits in Mortgagee Letter 2025-23, dated December 11, 2025. They apply to FHA case numbers assigned on or after January 1, 2026. HUD cannot set the 2027 floor and ceiling until FHFA announces the 2027 conforming loan limit, because the National Housing Act ties both numbers to it. Our conforming loan limit 2027 guide tracks that announcement.
FHA loan limits 2026: floor and ceiling
The floor is the lowest FHA limit anywhere in the country, and the ceiling is the highest outside four special areas. Here are both, by number of units:
| Property | Floor | Ceiling |
|---|---|---|
| 1 unit | $541,287 | $1,249,125 |
| 2 units | $693,050 | $1,599,375 |
| 3 units | $837,700 | $1,933,200 |
| 4 units | $1,041,125 | $2,402,625 |

Alaska, Hawaii, Guam and the U.S. Virgin Islands have a higher ceiling because of construction costs: $1,873,625 for one unit, up to $3,603,925 for four units. HUD’s reverse mortgage (HECM) limit for 2026 is $1,249,125 in all areas.
When will HUD announce the 2027 FHA loan limits?
HUD does not announce a date in advance. Its last three announcements:
| Limit year | Announced | Floor | Ceiling |
|---|---|---|---|
| 2024 | Nov 28, 2023 | $498,257 | $1,149,825 |
| 2025 | Nov 26, 2024 | $524,225 | $1,209,750 |
| 2026 | Dec 11, 2025 | $541,287 | $1,249,125 |
| 2027 | Not yet | Pending | Pending |

In 2023 and 2024, HUD published on the same day FHFA announced the conforming limits. In 2025 it came 16 days after FHFA’s November 25 announcement. FHFA’s next quarterly house price report, the data its limit rests on, is scheduled for November 24, 2026. Whenever HUD publishes, the 2027 limits will apply to case numbers assigned on or after January 1, 2027, if HUD follows its usual practice.
How the 2027 FHA limits will be calculated
HUD uses a formula set by the National Housing Act, with three tiers:
- Floor: 65% of the national conforming limit. For 2026, 65% of $832,750 is $541,287. It applies wherever 115% of the area’s median home price is below the floor.
- Ceiling: 150% of the national conforming limit. For 2026, $1,249,125.
- In between: HUD sets the limit from the area’s median home price, using the county with the highest median in each metro area. In the 2026 examples below, the in-between limits equal 115% of that median.
So once FHFA publishes its 2027 baseline, you can work out the new FHA floor and ceiling yourself: multiply the baseline by 0.65 and by 1.5. County limits in between also depend on new median prices, which HUD publishes with its letter. FHFA notes that HUD then allows 30 days for appeals of an area’s median price.
FHA loan limits by county
Many counties sit at the floor. Here are four 2026 examples from HUD’s loan limit lookup, one at each tier:
| County | Median price | FHA limit |
|---|---|---|
| Spokane County, WA (floor) | $413,000 | $541,287 |
| Clark County, WA | $610,000 | $701,500 |
| King County, WA | $925,000 | $1,063,750 |
| District of Columbia (ceiling) | $1,198,000 | $1,249,125 |
Source: HUD FHA mortgage limits lookup, CY2026 (accessed October 30, 2026).
Look up your own county on HUD’s FHA mortgage limits page, linked in the sources. In King County and the District of Columbia the FHA limit matches the conforming limit. In Clark County it does not: the conforming limit there is the $832,750 baseline, while FHA’s is $701,500.
Does FHA have a maximum loan amount?
Yes. The county limit is the most FHA will insure on a home with that many units, whatever the price. On a refinance, the loan-to-value rules for that type of refinance also apply, so your maximum is the lower of the two.
FHA cash-out refinance: 80% max LTV and the county limit
HUD Mortgagee Letter 2019-11 lowered the FHA cash-out limit from 85% to 80% of the home’s adjusted value, for case numbers assigned on or after September 1, 2019. The combined loan-to-value, counting any other liens, is also capped at 80%. And the first mortgage plus any other liens cannot exceed the FHA loan limit for your area.
In lower-priced areas the 80% rule usually decides your maximum. In counties near the floor, the dollar limit can decide it first. Say your home in Clark County, Washington is worth $950,000 and you owe $400,000:
| Step | FHA | Conventional |
|---|---|---|
| 80% of the home’s value | $760,000 | $760,000 |
| Clark County loan limit | $701,500 | $832,750 |
| Largest cash-out loan | $701,500 | $760,000 |
| Cash before closing costs | $301,500 | $360,000 |
Calculated by LenderMatch from HUD’s and FHFA’s 2026 Clark County limits, HUD’s 80% FHA cap and Freddie Mac’s 80% conventional cap for a one-unit home you live in. Lenders may set lower limits. The property figures are assumptions for illustration.
Here the FHA limit costs you $58,500 of cash compared with a conventional loan. If FHA’s 2027 limit for the county rises, that gap may narrow. How a cash-out refinance works covers the process, and the cash-out refinance calculator runs your own numbers.
Refinancing from FHA to conventional
Refinancing into a conventional loan is the usual way to stop paying FHA mortgage insurance once you have enough equity. A conventional cash-out refinance uses the conforming limit instead of the FHA limit, and that can be higher, as the Clark County example shows. The trade-off is that you have to qualify under conventional credit and mortgage insurance rules. Refinancing FHA to conventional walks through the rules and the break-even math, and you can compare today’s averages on our refinance rates page.
Is there an FHA HELOC? No. FHA does not insure a standard home equity line of credit that you repay monthly. Its closest products are the HECM reverse mortgage, which can pay out as a line of credit but is only for homeowners 62 and older (see reverse mortgage vs HELOC), and Title I property improvement loans, which HUD insures for repairs and improvements.
What you can usually get is a regular HELOC from a bank, credit union or other lender on a home with an FHA mortgage. It sits behind your FHA loan as a second lien, leaves your FHA rate alone, and the HELOC lender sets its own combined loan-to-value limit. What is a HELOC explains how the line works.
Frequently asked questions
When will HUD announce the 2027 FHA loan limits?
HUD has not set a date. It follows FHFA’s conforming loan limit announcement, which has come in late November. HUD published the 2024 and 2025 limits the same day as FHFA (November 28, 2023 and November 26, 2024) and the 2026 limits on December 11, 2025, 16 days after FHFA.
What is the FHA loan limit for 2026?
For a one-unit home, $541,287 in lower-cost areas (the floor) up to $1,249,125 in the highest-cost areas (the ceiling). Counties in between get a limit based on local home prices. The limits apply to FHA case numbers assigned from January 1, 2026.
Will FHA loan limits increase in 2027?
The 2027 floor and ceiling will be 65% and 150% of FHFA’s 2027 conforming limit, and that baseline cannot fall below 2026’s $832,750 under FHFA’s rules. The exact numbers will not be known until FHFA and HUD announce them.
What is the max LTV on an FHA cash-out refinance?
80% of the home’s adjusted value, for both the loan-to-value and the combined loan-to-value ratio, under HUD Mortgagee Letter 2019-11. The new loan, plus any other liens, also cannot exceed your county’s FHA loan limit.
Can I get a HELOC with an FHA loan?
FHA does not offer a standard HELOC, but you can usually get a regular HELOC from a bank, credit union or other lender on a home that has an FHA mortgage. The HELOC is a second lien, and that lender sets its own limits.
Does LenderMatch check my credit?
No. LenderMatch never pulls your credit. A lender you choose may check it, with your permission, when you apply.
