HELOCs in Oregon: how much you can borrow and the state rules that apply

Own a home in Oregon and want cash without giving up the rate on your current mortgage? A home equity line of credit can do that. Oregon has no special HELOC borrowing cap, but it has a law written for credit lines that lets you freeze your line, and strong protections if you fall behind. Here is what that means for you.

HELOC rates in Oregon right now

Most HELOCs have a variable rate based on the prime rate plus a margin set by the lender. Your margin depends mostly on your credit and how much of your home's value you borrow.

In 2025, the median HELOC in Oregon opened at 7.50%, and half opened between 7.25% and 8.45%, across 16,153 lines reported under federal HMDA data. The national median was 7.50%. Leaving out lines with a 3 to 12 month introductory rate, the Oregon median was 7.65%. Home equity loans in Oregon, which usually have a fixed rate, closed at a median of 8.63%. The Federal Reserve raised rates on September 16, 2026, which moved prime to 7.00%. Its October 27 and 28 meeting is more recent than the prime rate data shown here, which runs through October 27, 2026. Its next meeting is December 8 and 9. With 30-year mortgage rates above 7%, a HELOC lets you borrow against your equity without refinancing a lower rate you already have.

How much can you borrow in Oregon?

Oregon law doesn't set a home equity borrowing cap. Each lender sets its own limit on all the loans on your home combined, your current mortgage plus the new line.

With a median home value of $497,500, well above the U.S. median of $360,600, many Oregon owners have a lot of equity to work with.

Home value ×80% −what you owe now =a likely maximum line

$398,000
Current mortgage balance
$250,000
Maximum line of credit
$148,000

The Oregon rules that affect a HELOC, in plain English

Oregon has no special HELOC limits like a borrowing cap or a waiting period. These Oregon laws (the Oregon Revised Statutes) still shape your HELOC.

Your line of credit

You can freeze the line.
On a HELOC secured by the home you live in, you can cap the line at what you owe today. Send the lender a notice by certified mail, return receipt requested, or have it served in person. It must say it is made under ORS 86.155, identify the property and the recorded HELOC, state the date sent, and be signed and acknowledged by everyone on the loan.
The lender has 20 days to record it.
Within 20 days the lender must note your balance on the notice and record it in the county records. If it doesn't, you can record the notice yourself with proof the lender received it.
One recording covers every draw.
When the front page of your HELOC trust deed or mortgage is labeled a line of credit instrument and states the maximum and the maturity date, every draw up to that maximum keeps the date of the original recording.

Before you sign

Prepayment penalties must be spelled out.
For a home loan longer than 3 years, any prepayment penalty has to be stated in the loan agreement and the note, with the maximum for each year. If it is not, the penalty is void.
Use a licensed lender.
Lenders that aren't banks or credit unions need a license under the Oregon Mortgage Lender Law. You can check a lender on NMLS Consumer Access or call the Oregon Division of Financial Regulation at 888-877-4894.

If you can't pay

A resolution conference first.
Before foreclosing a home loan, a lender must ask for a resolution conference with you to look for an alternative such as a payment deferral, loan change or short sale. Lenders that certify they started 30 or fewer Oregon home foreclosures the year before are exempt.
120 days of notice.
In a foreclosure by trustee's sale, the trustee has to serve or mail you notice of the sale at least 120 days before it happens.
Time to catch up.
You can stop the sale by paying what is past due, plus costs, up to 5 days before the sale date. On a home loan, trustee and attorney fees for this are capped at $1,000 in total.
No deficiency on the foreclosed loan.
If the lender forecloses a trust deed on the home you live in, by trustee's sale or in court, it can't sue you for the rest of that loan.
Short sale protection.
After a short sale of your home, a lender that reports the canceled debt to the IRS and gives you written proof of that report cannot come after you for the rest.

Property tax basics

3% cap on assessed value.
Under the Oregon Constitution, your home's maximum assessed value can rise no more than 3% a year, and its assessed value can never exceed its real market value. New construction and some other changes are exceptions.

Frequently asked questions

Can I freeze my Oregon HELOC so no more can be drawn?

Yes. Oregon law lets you limit a HELOC on your home to what you owe by sending the lender a signed, acknowledged notice by certified mail or personal service. The lender has 20 days to record it, or you can record it yourself.

If my HELOC lender forecloses, can it come after me for the rest?

Not on that loan, if it is secured by a trust deed on the home you live in. Oregon bars a deficiency after a trustee's sale and after a court foreclosure of a home trust deed.

How much notice do I get before a foreclosure sale in Oregon?

At least 120 days' notice of a trustee's sale. You can stop the sale by catching up on what is past due, plus costs, until 5 days before the sale date.

Do Oregon lenders have to try to work things out before foreclosing?

Yes, unless the lender certifies it started 30 or fewer Oregon home foreclosures the year before. Otherwise it must first ask for a resolution conference with you.

Can an Oregon HELOC have a prepayment penalty?

Only if it is stated in the loan agreement and the note, with the maximum for each year, on a loan longer than 3 years. Otherwise the penalty is void.

Does my HELOC lender need an Oregon license?

Yes, unless it is a bank, credit union or other financial institution. You can check on NMLS Consumer Access or call the Oregon Division of Financial Regulation at 888-877-4894.

Does checking my options with LenderMatch affect my credit?

No. LenderMatch never pulls your credit. A lender you choose to work with may check it, with your permission.
