HELOC rates in Kentucky right now
Most HELOCs have a variable rate based on the prime rate plus a margin set by the lender. Your margin depends mostly on your credit and how much of your home's value you borrow.
In 2025, the median HELOC in Kentucky opened at 7.50%, and half opened between 7.00% and 8.60%, across 13,299 lines reported under federal HMDA data. The national median was 7.50%. Leaving out lines with a 3 to 12 month introductory rate, the Kentucky median was 7.75%. Home equity loans in Kentucky, which usually have a fixed rate, closed at a median of 8.80%. With 30-year mortgage rates above 7%, a HELOC lets you borrow against your equity without refinancing a lower rate you already have.
How much can you borrow in Kentucky?
Kentucky law doesn't set a home equity borrowing cap. Each lender sets its own limit on all the loans on your home combined, your current mortgage plus the new line.
Many Kentucky owners have room to borrow: 45.3% own their home with no mortgage at all, against 40.3% nationally.

The Kentucky rules that affect a HELOC, in plain English
Kentucky has no special HELOC limits like a borrowing cap or a waiting period. These Kentucky laws (the Kentucky Revised Statutes) still shape your HELOC.
Your line of credit
- One recording covers every draw.
- A recorded mortgage that secures a line of credit and states its maximum amount covers all your later draws. It stays in force even when your balance is zero, until it is released.
- You can lower your credit limit.
- Send the lender a written request, signed and acknowledged by every borrower, by certified mail or in person, with the recording fee. Within 10 business days the lender must record the lower limit. If it doesn't, you can record your request yourself. The new limit can't be below what you owe.
- You can close the line and get the lien released.
- A written request signed by every borrower, sent by certified mail or delivered, ends further draws. Once you pay the balance owed at that point, the lender must file a release of the mortgage.
Spouses and signing
- Your spouse may be asked to sign.
- Kentucky still has dower and curtesy: a surviving spouse has rights in real estate the other spouse owned during the marriage. A mortgage the spouse joined in comes ahead of those rights, so a lender may ask a spouse who isn't borrowing to sign.
- Waiving the homestead exemption takes both spouses.
- A mortgage that waives the homestead exemption must be signed by the owner and the owner's spouse.
Costs and licensing
- No transfer tax on the mortgage.
- Kentucky's real estate transfer tax doesn't apply to a transfer made only to secure a debt, so a HELOC mortgage isn't taxed as a sale.
- Small fees to record it.
- The county clerk charges $63 to record a mortgage of up to 30 pages, and the state charges a $4 tax on each mortgage.
- Use a licensed lender.
- Mortgage loan companies and brokers need a Kentucky license. Regularly examined banks, credit unions and savings institutions are exempt from most of those rules.
If you can't pay
- It goes through a court.
- A Kentucky mortgage is enforced through a court action, and the home is sold under the court's judgment. The court can also enter a judgment against you personally for the debt.
- Sworn appraisal before the sale.
- Before a court-ordered sale, two disinterested people from the county appraise the home under oath, and the appraisal is filed with the court.
- Six months to redeem after a low sale.
- If the home sells for less than two-thirds of its appraised value, you can buy it back within 6 months by paying the sale price plus 10% a year interest and the buyer's reasonable upkeep costs.
- The homestead exemption doesn't stop it.
- Kentucky protects up to $5,000 of a home's value from creditors, but not from foreclosure of a mortgage the owner gave.
Property tax basics
- $49,100 homestead exemption.
- For 2025 and 2026, owners who are 65 or older or totally disabled can exempt up to $49,100 of their home's value from property tax. Apply with your county Property Valuation Administrator by December 31.
- Revalued every year.
- Kentucky homes are revalued each year at fair cash value and examined at least once every four years.

Frequently asked questions
Can I lower my HELOC credit limit in Kentucky?
Yes. Send the lender a written request signed and acknowledged by every borrower, by certified mail or in person, with the recording fee. The lender must record the lower limit within 10 business days, or you can record your request yourself.
How do I close my HELOC and get the mortgage released in Kentucky?
Send a written request signed by every borrower by certified mail or deliver it. From then on you cannot draw more, and once you pay the balance the lender must file a release of the mortgage.
Does my spouse have to sign my Kentucky HELOC?
A lender may ask. Kentucky's dower and curtesy law gives a surviving spouse rights in real estate owned during the marriage, and a mortgage the spouse joined in comes ahead of those rights.
Do I pay transfer tax on a HELOC in Kentucky?
No. The transfer tax does not apply to a transfer made only to secure a debt. Expect a $63 county recording fee for a mortgage of up to 30 pages and a $4 state tax.
Is foreclosure in Kentucky done through the courts?
Yes. The mortgage is enforced through a court action and the home is appraised under oath before the sale. If it sells for less than two-thirds of the appraisal, you have 6 months to redeem it.
How much have Kentucky home prices risen?
On the FHFA House Price Index, Kentucky prices rose 4.25% in the year to mid-2026, 12th of the 50 states and DC, and 39.5% over 5 years. From 2014 to 2025 they rose 104.4%.
