HELOCs in Iowa: how much you can borrow and the state rules that apply

Own a home in Iowa and want cash without giving up the rate on your current mortgage? A home equity line of credit can do that. Iowa has no special HELOC borrowing cap, but it has rules written for credit lines: once you pay off and ask in writing, the lender has 30 days to release the mortgage. Here is what that means for you.

HELOC rates in Iowa right now

Most HELOCs have a variable rate based on the prime rate plus a margin set by the lender. Your margin depends mostly on your credit and how much of your home's value you borrow.

In 2025, the median HELOC in Iowa opened at 7.00%, and half opened between 6.49% and 7.91%, across 10,019 lines reported under federal HMDA data. The national median was 7.50%. Leaving out lines with a 3 to 12 month introductory rate, the Iowa median was 7.25%. Home equity loans in Iowa, which usually have a fixed rate, closed at a median of 7.88%. The Federal Reserve raised rates on September 16, 2026, which moved prime to 7.00%. Its October 27 and 28 meeting is more recent than the prime rate data shown here, which runs through October 27, 2026. Its next meeting is December 8 and 9. With 30-year mortgage rates above 7%, a HELOC lets you borrow against your equity without refinancing a lower rate you already have.

How much can you borrow in Iowa?

Iowa law doesn't set a home equity borrowing cap. Each lender sets its own limit on all the loans on your home combined, your current mortgage plus the new line.

Many Iowa owners have room to borrow: 41.9% own their home with no mortgage at all, against 40.3% nationally.

The Iowa rules that affect a HELOC, in plain English

Iowa has no special HELOC limits like a borrowing cap or a waiting period. These parts of the Iowa Code still shape your HELOC.

Your line of credit

One mortgage covers every draw.
A credit-line mortgage that states the maximum credit and carries Iowa's standard notice stays ahead of liens recorded later, for draws up to that maximum. It doesn't end when your balance hits zero, as long as credit is still available.
Ask in writing to get the mortgage released.
A lender doesn't have to release a credit-line mortgage just because you paid it down. Once you pay in full and ask in writing, it must file the release within 30 days of the later of the two.
$500 penalty if it doesn't.
A lender that fails to release the mortgage as required owes you your actual damages, a $500 penalty and reasonable attorney fees.

Spouses and signing

Your spouse signs too.
If you are married, a mortgage on your homestead isn't valid until your spouse signs it or a like document, even if your spouse isn't on the loan. The law has narrow exceptions, such as a divorce decree or a purchase money mortgage.

Costs and licensing

No transfer tax on the mortgage.
Iowa's real estate transfer tax doesn't apply to a mortgage, so a HELOC isn't taxed as a sale.
Small fees to record it.
The county recorder charges $5 a page, plus $2 per recorded document.
Use a licensed lender.
Mortgage bankers and brokers need an Iowa license. Banks, savings institutions and credit unions are exempt from most of those rules.

If you can't pay

30 days to catch up first.
Before foreclosing on a mortgage on your one- or two-family home, a lender must send a notice of your right to cure. You then have 30 days to pay the missed installments, and the lender can't speed up the loan until that time is up. You don't get this right again for a new default within 365 days of one that already had a notice.
It goes through a court.
Iowa mortgages are foreclosed by a court action. The notice-only foreclosure Iowa allows for some property can't be used on a one- or two-family home its owner lives in.
Up to a year to redeem.
After a sheriff's sale you can generally buy the home back within one year and stay in it meanwhile. It can be shorter: a mortgage can cut that time to 6 or 3 months if the lender gives up any claim for a shortfall, and a lender can also ask the court for a faster sale with no right to buy back afterward.
You may owe a shortfall.
In an ordinary foreclosure, if the sale doesn't cover the debt, the lender can collect the rest from you unless you agreed otherwise.

Property tax basics

Homestead credit.
Your homestead gets a credit equal to the tax on its first $4,850 of actual value, at least $62.50.
An extra break at 65.
Owners who are 65 or older by January 1 also get an exemption of up to $6,500 of taxable value on their homestead.
